According to Human Rights Watch: "Human Rights Watch found sufficient evidence to conclude that the individuals were victims of “disappearances.” Cases in which we collected compelling evidence that the disappearance was carried out with the direct or indirect participation of state agents are marked as “enforced disappearances”."
